Dryed cement

I am cleaning contractor and have been asked to job clean a beautiful Victorian house and there is a quarry tile floor to the kitchen and utility room which has what looks like dryed cement, the client ad asked me if I can remove and restore.
Any suggestions |

Best to use Tile Doctor Pro-clean for the initial cleaning then Remove and Go to get rid of the Paint and stuborn sealer, rinse with water , leave to dry and then re-seal with 4 coats of Tile Doctor Seal and Go.
