stained even after repeated cleaning

We have found original quarry tiles in scullery hidden under floor (now removed). How can we restore them to former glory. They are in good condition but even after repeated cleaning are still discoloured.
Also concerned re sealing because of potential damp. They seem to be on an earth floor.

You may not get a great result from cleaning or sealing if you have a visible damp problem, you could lift the Tiles and concrete, and fit a Damp Proof Course, this is a big job but without this in place you would be wasting your time and money trying to take this matter further.
