where the tiles have been filled .patches are dull

how do I get a shine on the filled bits.it looks like something has been spilled |

If the Tiles have been filled with a Grout, then this won't shine up to be honest as it is not a resin filler or a stone resin, as I am not sure what has been used it would be hard for me to comment about the cure.
