The White circles will be in the Slate itself, its a natural stone so can have all sorts of Minerals and textures to make up the look of them, the Tiler maybe should not have put them down this waay if he though it was not to your liking, but I suppose it depends how many of them there were to start with.
If it is a Mineral mark, it may well be Salt specific, if so a product like Grout clean Up may well work on the Mark, but dont leave it donw to long and rinse with water when you have finished.
